Goal 10 - Reduce inequality within and among countries

Accessibility Fund - established in October 2019 pursuant to Art. 35 sec. 3 of the Act of 19 July 2019 on ensuring accessibility for people with special needs (Journal of Laws of 2022, item 2240), a financial instrument that allows financing activities related to increasing the accessibility of buildings for people with special needs thanks topreferential, low-interest, partially redeemable loans offered by Bank Gospodarstwa Krajowego.

A person with special needs – is defined in art. 2 point 3 of the above Act – is a person who, due to their external or internal characteristics, or due to the circumstances in which they are, must take additional actions or apply additional measures in order to overcome the barrier to participate in various spheres of life on an equal basis with other people.

Architectural accessibility – referred to in art. 6 point 1 of the above Act – means ensuring the accessibility of the building for people with special needs, including at least: ensuring that horizontal and vertical communication spaces of buildings are free of barriers, installation of devices or the use of technical measures and architectural solutions in the building that enable access to all rooms, excluding technical rooms; providing information on the layout of rooms in the building, at least visually and tactilely or audibly, providing access to the building for a person using an assistance dog; ensuring that people with special needs can be evacuated or otherwise rescued.

Information and communication accessibility – referred to in art. 6 point 3 of the above Act includes at least: service using means supporting communication, referred to in art. 3 point 5 of the Act of 19 August 2011 on sign language and other means of communication (Journal of Laws of 2023, item 20), or by using remote online access to the interpreter service through websites and applications; ensuring the installation of devices or other technical means to support the hearing impaired, in particular inductive loops, FM systems or devices based on other technologies, the purpose of which is to support hearing; providing on the website of a given entity information about the scope of its activities - in the form of an electronic file containing machine-readable text, recordings of content in Polish sign language and information in easy-to-read text; ensuring, at the request of a person with special needs, communication with a public entity in the form specified in this request.

A person with disabilities – a person who has a certificate issued by an authorized body or a person who does not have such a certificate, but experiences a limitation in the performance of basic activities for his age.
