Methodological explanations
The basis for calculating the indicator is the total length of public roads with a hard surface as of 31 December.
Public roads are roads that can be used by anyone in accordance with their intended use, with an appropriate category established in accordance with the provisions of the Act of 21 March 1985 on public roads (consolidated text Journal of Laws 2015 item 460). Due to their functions in the road network, public roads are divided into the following categories:
- national roads,
- provincial roads,
- district roads,
- municipal roads.
Roads with an improved hard surface include roads with a surface made of stone cubes, clinker, concrete, stone-concrete slabs and bitumen.
