Methodological explanations
Civic budget (otherwise: participatory budget) – Financial resources separated from the municipalities budget and committed for projects drawn in the process of open submission of ideas, public debate and voting, conducted during public consultation. In municipalities being with cities with counties status, the creation of a civic budget is mandatory.
Public consultation – activities undertaken by local authorities, including informing and then hearing the views of residents or organisations representing different social groups on planned decisions, in order to find optimal solutions. Consultations take place in cases provided for by law (mandatory consultations) and in other matters important for the municipality. The rules and procedure for conducting public consultations should be specified in the resolution of the municipalities council.
