Methodological explanations
Fire - an uncontrolled burning process in a place not intended for this purpose, resulting in material and ecological losses.
Local threat - other than fire incidents resulting from the development of civilization, human activities or natural forces of nature, posing a threat to life, health, property or the environment.
False alarm - a fire alarm reported under the circumstances when there is no fire, there was no fire and there was no reason to bring on the fire.
