Methodological explanations
Plants particularly burdensome for air cleanliness are so-called point sources of pollutant emissions, which include all organizational units determined by the then Minister of Environmental Protection and Natural Resources on the basis of a certain amount of fees paid in 1986 for the annual emission of air pollutants at the rates specified in the Regulation of the Council of Ministers of 13 January 1986 on fees for the economic use of the environment and introducing changes thereto (Journal of Laws No. Journal of Laws No 7, item 40 as amended). The set of reporting entities (establishments) established in this way is maintained annually, which, among other things, ensures continuity and comparability of audit results. This grouping may be increased only in special cases, e.g. by units newly launched or extended with a high threshold scale of pollutant emissions.
Emission of gaseous pollutants – the release into the atmosphere of gaseous substances the concentration of which exceeds the average content of these substances in clean air, adversely affecting human health and the state and quality of the environment.
