Methodological explanations
Information on expenditure of self government entities is based on reports of Ministry of Finance.
The following categories are included in local self-government entities: gminas (excluding gminas possessing city status with powiat status,) cities with powiat status, powiats, voivodships.
Budgetary expenses of local self-government entities are grouped according to the principles set forth in the Act of Public Finances, Act on Gmina Self-government, Act on Powiat Self-government, Act on Voivodship and Self-government and Local Government Finance Act. The expenses are grouped by divisions and chapters (defining types of activity) and paragraphs (defining types of expenditure). Detailed classification of expenditure is determined by the Minister of Finance under the subsequent regulations.
Among types of expenditure, current expenditure and property expenditure (including investments) can be distinguished. Current expenditure includes allocations, benefits for natural person, current expenditure of budgetary entities (including wages and salaries, wages and salaries related expenditures, purchase of goods and services).
Among kinds of activities, according to divisions and chapters of the budgetary classification - among others, public safety and fire protection (Division 754) is identifiied.
