All members of households that received at least once any assistance provided by social welfare centres in the survey year per 10 thousand people. The population of beneficiaries also includes homeless people receiving assistance from the municipality.

Methodological explanations
Community social assistance is a benefit provided by social welfare centres at the beneficiary's place of residence. It is a fundamental part (along with stationary forms) of the social assistance system as an institution of the state's social policy.
The group of beneficiaries includes both beneficiaries (i.e. persons for whom a personal decision granting a benefit has been issued) and all persons remaining in a common household with the beneficiary. The justification for this approach is the fact that when considering applications for social assistance, the financial situation of all members of the household of the person submitting the application is analysed and the income per person in their household is calculated. In addition, it is assumed that each form of assistance has an indirect, even if small, impact on the living situation of all persons remaining in a common household.
