| Net migration – a value recorded for a given period and area as the difference between two quantities.
Migration – the movement of the population with the aim of changing the place of residence.
Data on migration have been compiled on the basis of the complete population register of migrants maintained by gminas (pursuant to Article 46 of the Act of 10 April 1974 on Population Registration and Identity Cards, consolidated text: Journal of Laws of 2006, No. 139, item 993, as amended). Persons changing their place of residence complete registration forms at gmina offices relating to:
• registration of permanent residence (internal migration and immigration for permanent residence),
• deregistration of permanent residence in connection with departure abroad (emigration for permanent residence),
• registration of temporary residence (internal migration and immigration for temporary residence),
• notification of temporary departure abroad (emigration for temporary residence).
Data on internal migration for permanent residence are obtained directly from the PESEL register – the Universal Electronic System for Population Registration (Powszechny Elektroniczny System Ewidencji Ludności). (Up to and including 2005, data were compiled by the Ministry of the Interior and Administration on the basis of reporting from gminas.)
Migration is classified into:
• internal migration – a change of place of residence within the country,
• international migration – population movements associated with a change of country of residence.
Internal migration of the population refers to changes of place of residence (permanent or temporary) within the country, involving crossing the administrative boundary of a gmina in order to settle permanently (or for temporary residence), as well as changes of registration from temporary to permanent residence within a given locality, if the previous place of residence was located in another gmina. Internal migration of the population does not include changes of address within the same administrative unit, as such movements do not affect the size or structure of the population of that unit.
The fact of arrival (i.e. registration) in a given administrative unit for the purpose of residence is referred to as migration inflow, while departure for the purpose of residence in another unit is referred to as migration outflow.
Within internal migration, the following are distinguished:
• inter-voivodship migration – population movement from one voivodeship to another;
• intra-voivodeship migration – changes of place of residence within the same voivodeship. |
