Definition

The indicator takes a value of 1 if a country has adopted and implemented a national disaster risk reduction strategy in line with the Sendai Framework for Disaster Risk Reduction 2015–2030.

The indicator presented as score of adoption and implementation of national DRR strategies in line with the Sendai Framework is expressed as a decimal fraction in the interval (0, 1) measured in 0.05 steps.

Methodological explanations

The Sendai Framework for Disaster Risk Reduction 2015-2030 is the program of the United Nations adopted at the 2015 Third UN World Conference on Disaster Risk Reduction (WCDRR) in Sendai, Japan. The priorities of the program are:

1. Understanding the risks associated with disasters.
2. Strengthening of disaster risk management to enable its management.
3. Investing in disaster risk reduction to strengthen resilience.
4. Improving the system of preparedness to respond effectively to disasters and "better rehabilitation" for recovery, repair and reconstruction.

National disaster risk reduction strategy, including natural disasters, in line with the Sendai Framework is a part of the Report on Threats to National Security. This report is updated periodically. Updates took place in 2015, 2018 and 2021. The main goals of the strategy are to reduce existing and future threats by performing risk assessment, alerting and building disaster resilience.

Score of adoption and implementation of national DRR strategies in line with the Sendai Framework is calculated as a qualitative assessment of compliance between the national document and requirements for national disaster risk reduction strategy.
